Cerebral insufficiency refers to symptoms of inadequate blood supply to the brain, such as dizziness, fatigue, blurred vision, pale complexion, blackouts, and fainting. It can be caused by conditions such as orthostatic hypotension, in which blood pressure drops abnormally after standing.
